706.1 Any candidate, supporter or opponent of a proposed electoral measure may apply to the Board for authority to allow election observers to vote in various locations and/or count polling stations in virtually any early voting precinct.
706.2 Any person wishing to assist in the conduct of an election, including national non-partisan or non-partisan organizations, also referred to as international organizations, that are not associated with any candidate or electoral roll, may submit to the Board of Directors on behalf of authorized election observers. All former polling stations, polling stations and/or counting stations require authentication.
706.3 Each nomination must be submitted to the Board of Directors less than two (2) daysbefore individual elections and must be presented in an authentic form provided by the Board of Directors. The Board reserves the right to allow the nomination of fewer candidates one (2) week before each election.

(e) Names, addresses, email addresses, and phone numbers of at least two (2) and no more than three (3) people who have agreed to co-collect badges to view the survey on behalf of the Board of Directors with a nominee, supporteror by an adversary for distribution to authorized election observers; and
(f) Applicant’s statement that any elected election observer must abide by the rules of the Board of Directors that assist election observers and conduct themselves during elections.
706.5 At the time of filing a complaint, the petition form for election observers must include:
(a) The name, address, mailing address, and telephone number of the organization or person requesting identifying information;
(b) the status, address, email address and telephone number of the election observer, if the designated person belongs to a powerful organization;
(c) names, addresses, e-mail addresses and phone numbers of all experts who will receive badges;
(d) Locations where credentials were always requested;
(e) Names, addresses, email addresses, and mobile phone numbers of at least one (1) and no more than a few (3) persons authorized to hold election observer badges from all councils on behalf of the manufacturer or person. apply for the issuance of powers of the Commissioner election observers; and
(f) Applicant’s statement that each elected election observer complies with the Council’s policy regarding election observers and the conduct of elections.
706.6 The board of directors may limit the number of election observers or voting observers to ensure that the conduct of an election is not hindered or disrupted, except in the following cases:
